Advisory Voucher
SUBSIDY MAX €15.000
100% subsidy
The advisory vouchers offer subsidies for hiring experts and accessing facilities or services to support early-stage experiments and innovation challenges of SMEs.
Establishment voucher
SUBSIDY MAX €15.000
50% subsidy / 50% own contribution
The establishment voucher provides financial support for renting or furnishing office or production facilities at NL Space Campus.
Pilot voucher
SUBSIDY MAX €50.000
50% subsidy / 50% own contribution
The pilot voucher supports the use of experts and facilities for the further development of innovations and company growth. Typically used in a later stage of the innovation process.

Eligibility criteria
- The applicant must be a Small or Medium-sized Enterprise (SME).
- The applicant is situated in Provincie Zuid-Holland, and the activities supported by the voucher occur at NL Space Campus.
- The voucher is used to accelerate innovation at the applicant’s company.
- The applicant is not classified as a major polluter (DNSH).
- The applicant’s financial status is sound and in order.
- The applicant is active in the space or space-related sector.
- The applicant has not received more than €300,000 in government support in the current and last two fiscal years and can substantiate this with a “verklaring de-minimussteun”.
- The applicant is willing to actively contribute to the NL Space Campus community.
FAQ
Your company may receive one voucher per type during the programme.
You can submit an application at any time. There is no fixed deadline.
Applications are reviewed periodically in batches, depending on the number of submissions. Once enough applications have been received, the evaluation committee convenes. We will process the applications in the order in which they are received.
There are three types of vouchers available, depending on your project phase and company maturity:
- Advisory Voucher (maximum value €15,000, can be used without a personal contribution)
- Who can apply? Startups and SMEs in an early phase that temporarily need additional expertise or facilities for a specific project.
- Project phase: Idea development and initial validation.
- Purpose: Hiring experts or using third-party facilities to support the development of an innovative application of space technology or data.
- Establishment Voucher (maximum value €15,000 and up to 50% of the value of the purchased product or service)
- Who can apply? Space companies that want to establish themselves at the NL Space Campus.
- Project phase: Start and growth.
- Purpose: Financial support for renting and furnishing office or lab space. Requires a signed lease agreement from a landlord.
- Pilot Voucher (maximum value €50,000 and up to 50% of the value of the purchased product or service)
- Who can apply? Startups or SMEs with an innovation ready for large-scale testing or scaling within a project that temporarily requires additional expertise or facilities.
- Project phase: Prototyping, validation, and pre-production.
- Purpose: Hiring experts or using third-party facilities to support a project to test or scale the production of an innovative space technology or data application.
The voucher must contribute to the development of the NL Space Campus. You can achieve this through:
- A project in which ideally both the provider and the applicant of the expertise or facilities are located on the NL Space Campus. At a minimum, one party must be based on the campus.
- A clear motivation explaining how the project contributes to the development and objectives of the NL Space Campus.
Yes, the voucher is exclusively intended to provide financial support for a clearly defined piece of work. This means:
- The project for which the voucher is used has a clear goal and a set start and end date.
- It must be clear which part of the project is financed by the voucher.
- The costs must be justified soundly, such as a project budget, a quote from a supplier, and, if relevant, proof of your own contribution.
Once your application is approved, you’ll receive a decision letter outlining the voucher agreement. You must first pay the full invoice amount to the supplier yourself. After submitting the invoice, proof of payment, and a performance statement to us, we will reimburse the agreed voucher amount.
Submit your application, including the following documents:
- Project plan
- Project budget
- Supplier’s quote for their part of the project budget
- Motivation showing the added value of the project for NL Space Campus
- Proof of co-funding (if applicable)
- De minimis declaration
- SME declaration + financial data (extract from annual accounts with relevant details)
2. The NL Space Campus Voucher Evaluation Committee and the Managing Authority review the application. After the evaluation, the applicant will be informed of the decision.
3. Project execution by the applicant and/or supplier.
4. Provide proof of execution, such as:
- Performance statement
- Supplier’s invoice
- Signed lease agreement (if applicable)
- Proof of co-funding (e.g., proof of payment)
5. Payment:
You must first pay the full invoice amount to the supplier yourself. After submitting the invoice, proof of payment, and a performance status to us, we will reimburse the agreed voucher amount.
This is a declaration in which the applicant states that the company has not received more than €300,000 in government subsidies over the past three calendar years.
The subsidy is only granted if there is proof that the project or activity has been fully executed. If a project is not completed, the voucher may be revoked.
