Sector luidt noodklok over historisch laag budget
NOORDWIJK/DEN HAAG – Het ruimtevaartcluster in de gemeente Noordwijk is elk jaar goed voor een productiewaarde van 1,2 miljard euro. De toegevoegde waarde bedraagt 668 miljoen euro. Ook biedt het cluster werkgelegenheid voor 7.600 mensen. Deze toegevoegde waarde staat echter op de tocht door de historisch lage Nederlandse bijdrage aan de European Space Agency.
Onderzoeksbureau Decisio becijferde de economische impact van het Nederlandse ruimtevaartcluster in Noordwijk.

De uitkomsten spreken voor zich:
- € 1,2 miljard productiewaarde per jaar
- € 668 miljoen toegevoegde waarde
- 7.600 banen, waarvan ruim 6.000 in Noordwijk
- ESA ESTEC: 5.000 medewerkers en € 390 miljoen economische bijdrage
- Space Expo: 126.000 bezoekers en >1.000 indirecte banen
- Bestedingen van medewerkers en bezoekers: 1.800 extra banen
European Space Agency
De toegevoegde waarde van de ruimtevaartsector is grotendeels toe te schrijven aan de European Space Agency (ESA-ESTEC) in Noordwijk. ESA-ESTEC levert jaarlijks 819 miljoen euro aan productiewaarde en biedt werk aan bijna 5.000 medewerkers. Onder aan de streep is de toegevoegde waarde maar liefst 466 miljoen euro.
Ook andere ruimtevaartbedrijven uit het cluster dragen met 400 miljoen euro aan productiewaarde en 2.700 banen aanzienlijk bij aan de economische impact. Zo zijn er naast ESA-ESTEC nog 92 bedrijven actief in het Noordwijkse ruimtevaartcluster. Het grootste deel hiervan bevindt zich op de NL Space Campus. Samen zorgen zij voor een directe en indirecte werkgelegenheid van 1.170 medewerkers.
“De gemeente Noordwijk is de trotse thuisbasis van ESA-ESTEC, van de NL Space Campus en daarmee hét centrum van de Nederlandse ruimtevaart”, zegt Pim van Strien, wethouder in Noordwijk. “Hier vind je de technische kennis, de professionals en het netwerk waar innovatieve en technologische bedrijven naar op zoek zijn. Deze studie brengt duidelijk in kaart hoeveel banen en boterhammen het oplevert.”
“Het waardevolle aan dit onderzoek is dat het verder kijkt dan alleen het aantal bedrijven en werkzame personen”, zegt Marc Sandelowsky, directeur van NL Space Campus. “De ruimtevaart geeft een enorme impuls aan onze economie.”

De waarde en ambities van de sector staan echter onder druk door de aangekondigde lage inschrijving van Nederland bij de Ministeriële Conferentie van de European Space Agency eind november. De voorgenomen inschrijving ligt maar liefst 25 procent lager dan in de vorige budgetperiode.
De ruimtevaartsector slaat daarom alarm in een open brief aan het kabinet en de Tweede Kamer. De sector noemt de inschrijving ‘een directe en ernstige bedreiging voor de Nederlandse ruimtevaartindustrie, onze kennisbasis en de positie van Nederland binnen Europa’.
“De investeringen van Nederland, zowel nationaal als via ESA, zijn essentieel voor ons verdienvermogen, onze innovatiekracht en onze strategische autonomie. Zonder duidelijke toewijding aan de ruimtevaartsector (…) dreigt Nederland zijn autonomie op dit vitale veiligheidsdomein te verliezen, Europese strategische belangen te ondermijnen [en] miljarden aan Europese investeringen mis te lopen.”
De briefschrijvers roepen de politiek op de voorgestelde inschrijving te heroverwegen en een ambitieuze, langetermijn financiële toezegging te onderschrijven, ‘die aansluit bij de nationale ambities voor de ruimtevaartsector en onze toewijding aan het Europese samenwerkingskader onderstreept’.
De open brief is ondertekend door onder meer SpaceNed, de NL Space Campus, de Provincie Zuid-Holland, Holland High Tech, de gemeente Noordwijk en FME.

Space for impact: Dutch space sector generates 1.2 billion euros for the Netherlands
NOORDWIJK / THE HAGUE – A new impact analysis shows that the space cluster in the municipality of Noordwijk generates 1.2 billion euros in annual production value. The added value amounts to 668 million euros. The cluster also provides employment for 7,600 people. This contribution is at risk due to the historically low Dutch commitment to the European Space Agency.
Research agency Decisio calculated the economic impact of the Dutch space cluster in Noordwijk.
Most of the added value of the space sector can be attributed to the European Space Agency ESA ESTEC in Noordwijk. ESA ESTEC generates 819 million euros in production value each year and provides work for nearly 5,000 employees. This results in 466 million euros in added value.
Other space companies in the region also contribute significantly, with 400 million euros in production value and 2,700 jobs. In total, 92 companies are active within the Noordwijk space cluster. Most of them are located at NL Space Campus. Together, they provide direct and indirect employment for 1,170 people.
“The municipality of Noordwijk is the proud home of ESA ESTEC, NL Space Campus and therefore the centre of Dutch space activities,” says Pim van Strien, alderman of Noordwijk. “This is where you find the technical expertise, the professionals and the network that innovative and technological companies are looking for. This study clearly shows how many jobs and opportunities it brings.”
“The value of this study is that it goes beyond the number of companies and employees,” says Marc Sandelowsky, Director of NL Space Campus. “The space sector gives a strong boost to our economy.”
The sector’s ambitions are under pressure due to the proposed low Dutch subscription for the European Space Agency Ministerial Conference at the end of November. The proposed subscription is 25 percent lower than in the previous budget period.
The space sector is therefore sounding the alarm in an open letter to the Dutch government and Parliament. The sector describes the proposal as a direct and serious threat to the Dutch space industry, the national knowledge base and the Netherlands’ position in Europe.

“Investments by the Netherlands, both nationally and through ESA, are essential for our earning capacity, our innovation strength and our strategic autonomy. Without a clear commitment to the space sector, the Netherlands risks losing its autonomy in this vital security domain, undermining European strategic interests and missing out on billions in European investment.”
The authors call on policymakers to reconsider the proposed subscription and to commit to an ambitious long term financial contribution that aligns with national ambitions for the space sector and strengthens the Dutch commitment to European cooperation.
